Alternate Project Delivery
JFK&M is experienced with Alternate Project Delivery, completing and remaining active in design with some of New York City’s pilot Design-Build projects and in projects led by a Construction Manager (CM-Build). Design-Build specifically combines design and construction into one single point of responsibility, in a single contract, on the basis of which design and construction team can deliver the best project at the best value. These projects are also committed to achieving excellence in cost, schedule control, and a design methodology to ensure quality and efficiency in all phases of project delivery, while addressing solutions for sustainability and resiliency where possible. Both Design-Build delivery and CM-Build bring improved coordination to limit delays with clear project performance requirements established early in the process.
At the beginning of 2020, the The NYC Department of Design and Construction’s (DDC) pilot received permission from Albany to use design-build project delivery, which allows DDC to select a team of designers and builders who work on a project from inception to completion. In December, the first Request for Qualifications (RFQ) was issued seeking qualified design-build teams for two imminent public buildings projects.

|NYC DDC, Design Build, Garage and Community Center for Future Detention Facility, Queens, NY (LEED Silver, under construction)
JFK&M is providing Fire Alarm, Plumbing and Fire Protection system design services for the 600-space parking garage and 25,000-SF multi-purpose community space situated in the civic center of the Kew Gardens neighborhood in Queens. Aiming to achieve LEED Gold Certification, the community space will be delivered as a structure that compliments the context of the surrounding neighborhood. The garage will equally be designed as an inviting structure and adaptable to future needs, and anticipates qualifying for Parksmart certification, the only certification program that recognizes high-performing, sustainable garages. Aiming to achieve LEED Gold Certification, the Queens Garage and Community Center is currently under construction and scheduled for completion by the first quarter of 2023.

JFK&M is providing full MEP/FP design services with H3/Arquitectonica and EW Howell for a new building to serve as a base for 55 full-time parks maintenance and operation staff and an additional 95 seasonal employees. The project is launched as one of the pilot design-build projects in New York City by the DDC, and is to expand the previous facility and service yard, destroyed by Hurricane Sandy, from 23,600 SF to a 42,000 SF. The facility, designed for parks equipment storage and maintenance, will also be designated as an operations center for emergency response. The facility is to include a service yard, fueling station, and EV charging stations and anticipates operation 24/7 for during and immediately after emergencies. The alternative project delivery method of design-build is to reduce duration and improve coordination between designers and builder.
|NYC DDC, CM Build, COVID Testing Labs, Riverside & Morrisania, New York, NY (completed)
Starting at the peak of NYC’s COVID-19 outbreak, a series of emergency response projects were coordinated by the NYC DDC on behalf of the NYC Department of Health & Mental Hygiene and NYC Health & Hospitals to increase the number of testing facilities. In one of two facilities, the Riverside Health Center, JFK&M provided full MEP/FP services working closely with 1100 Architect and the Construction Manager AECOM. The conversion included repurposing an adjacent clinic space into a reception area and 13 testing rooms where patients are guided with electronic devices to self-administer tests. A dedicated outside air system and a negative-pressure exhaust system were seamlessly integrated into the existing facility. The project was delivered in an 8-week time frame and on budget, coordinating readily available products and equipment and ensuring minimal disruption to the surrounding spaces which continued operations. The Morrisania location was a similar conversion, and included a back-up generator and working with the infrastructure of an aging facility.

New York City Health + Hospitals and Gotham Health partnered to bring a shared vision into three new COVID-19 Community Centers of Excellence. The overall complexity of the project was placing new MEP systems to comply with Article 28 healthcare requirements for spaces that were designed for another use – a retail space (23,000 SF) in Tremont, The Bronx; an old bank building (52,000 SF) in Bushwick, Brooklyn; and a new residential building (approximately 28,500 SF) in Elmhurst, Queens. JFK&M used innovative ways and creativity to address the infrastructure and worked within a limited area to fit the required equipment, which included updating existing rooftop Air Handling Units, installing emergency generators for additional power, and outfitting exam rooms with HEPA filtration. A construction manager Gilbane was procured to oversee design and construction, working in concert with Perkins Eastman to meet an aggressive schedule and during construction restrictions due to the pandemic.
